Can a mn cop fallow you and ticket you?

I got pulled over tonight because my passenger didn't have his seat belt on. Now I heard that if a cog fallows you for more than three turns it is eilegal for him to give you a ticket. He followed me and the fourth turn he pulled me over and ticketed me... Can I fight it?
